The KLSWA was formed in 1977 to provide sanitary sewer service to the City of Saugatuck and the Village of Douglas. The sanitary sewer systems and the Wastewater Treatment Plant were built, in part, with grant money provided by the Clean Water Act. In 1978 the Authority also began to operate, maintain, manage, and administer the water systems serving these two communities.

The Saugatuck Township water system was constructed in 1998 and interconnected to the existing City-Village system in 2001. The Township sewer system was constructed in 2003. The Authority operates and administers these systems under water and sewer agreements signed by the three communities in 2001.
